Philippines: EDCA Sites Strictly for Logistics, Not Offensive Operations
Philippine Defense Secretary Gilberto Teodoro Jr. stated that Enhanced Defense Cooperation Agreement (EDCA) sites with the United States will not be used for offensive actions in case of regional hostilities. He emphasized that these are purely logistics sites and that the constitution prohibits war as an instrument of national policy.
