Vietnam's Top Leader Embarks on Diplomatic Tour to US, Russia, France, Canada

General Secretary and President Tô Lâm of Vietnam is scheduled to visit Russia, France, the United States, and Canada this month, according to sources familiar with the plans. This diplomatic tour is seen as a key part of Vietnam's strategy to deepen its multi-faceted foreign policy. Before embarking on his international visits, Tô Lâm will host Myanmar's Commander-in-Chief, Min Aung Hlaing, in Hanoi from September 4-6. Subsequently, he is expected to travel to Russia on September 7 to meet with President Vladimir Putin. Discussions are anticipated to focus on strengthening cooperation in energy, defense, and security. Russia remains a significant arms supplier to Vietnam and a crucial partner in asserting Vietnam's sovereignty claims in the South China Sea. Russian companies are also involved in Vietnam's nuclear power projects and oil and gas exploration. Following Russia, Tô Lâm is slated to visit France from September 9-10 to attend the International Astronautical Congress in Paris. France has expressed interest in enhancing space cooperation with Vietnam, with Airbus Defence and Space signing a declaration of cooperation last year. French companies are also exploring investments in Vietnam's railway, airport, and defense sectors. From September 21, Tô Lâm is expected to be in the United States to address the United Nations General Assembly. This marks his second address to the UN General Assembly in as many years, having spoken in his capacity as both General Secretary and President last year. Relations with the US, while facing some trade-related pressures, remain vital for Vietnam. The tour will conclude with a visit to Canada starting September 24. These extensive travels underscore the intensified diplomatic engagement under Tô Lâm's leadership since assuming his dual roles this year, signaling Vietnam's intent to bolster its international standing.
