Cambodia Reviews Teacher Career Framework to Enhance Quality and International Standards

The Ministry of Education, Youth and Sport organized a consultation workshop on reviewing the teacher career framework and operational guidelines. The workshop, held at the Kampong Cham National Teacher Training College from July 20-21, 2026, aimed to review, discuss, and collect input from stakeholders for the comprehensive updating of the teacher career framework documents to ensure effective implementation in line with the current context. Approximately 70 representatives from relevant ministries, institutions, development partners, and sub-national levels from seven provinces attended, with support from the GPE5/STEPCamII program. During the opening ceremony, Dr. Lim Sothea, Director General of the General Directorate of Policy and Planning at the Ministry of Education, Youth and Sport, provided recommendations on developing highly competent teachers. This development is crucial for enhancing the quality of education, adapting to technology and science, and preparing to meet the TES+4 commitment aimed at improving responses to international test results such as PISA and SEA-PLM. According to Dr. Khut Sokha, Director of the Department of Policy, the Ministry has achieved numerous successes in promoting the professional status of education personnel since 2021, including the continuous evaluation and selection of outstanding principals, teachers, and educational specialists. This review and adjustment are being undertaken to align with the 2026 Royal Decree on the Statute of Teachers, as well as new policies such as the Model School Standard and the Digital Education Strategy. The revision process is divided into four phases: policy alignment analysis, stakeholder surveys, consultation workshops, and high-level technical meetings for final decision-making. Dr. Khut Sokha further stated that based on the discussions, the new framework will maintain the three career paths (teaching, management, educational specialist) and the three professional levels (good, leading, outstanding).
