Indonesia Strengthens Emergency Response for Submarine Pipeline

JAKARTA - PT Nusantara Regas (NR) together with PT PGAS Solution (PGN Solution) strengthen the resilience of the gas infrastructure through increased readiness to handle emergency situations in the submarine pipeline system. The strengthening of cooperation between NR and PGN Solutian is realized through the signing of a Memorandum of Understanding on Cooperation in Emergency Preparedness Management on the PT Nusantara Regas Submarine Pipeline System in Jakarta. The Memorandum of Understanding was signed by the President Director of NR, Mohd. Iskandar Mirza and the President Director of PGN Solution, Sonny Rahmawan Abdi on Tuesday, September 8, 2026. NR President Director, Mohd. Iskandar Mirza said, this collaboration is a strategic step to maintain the reliability of assets and the continuity of gas distribution which supports the continuity of gas distribution for Jakarta and West Java. "This cooperation has strategic value considering that the submarine pipeline system is the backbone of NR's operational chain," he said, Thursday, September 10. He added, the company operates the West Java Floating Storage & Regasification Unit (FSRU) in the Jakarta Bay waters which is connected to the Muara Karang Onshore Receiving Facility (ORF) through an underwater pipeline of about 15 kilometers. Through this pipeline, the gas resulting from the regasification of LNG is channeled to the mainland to supply gas for the Muara Karang PLTGU, Tanjung Priok, and Muara Tawar PLTGU. "With this role, the reliability of the submarine pipeline is one of the important factors in maintaining the continuity of energy distribution for the electricity system in Jakarta and West Java," he continued. On the other hand, the Jakarta Bay is one of the waters with the most dense shipping traffic in Indonesia. The pipeline in the area faces various potential operational risks, including shipping activities and possible disruptions due to ship anchors. Handling emergency conditions on underwater infrastructure requires the readiness of personnel, ships, equipment, materials, and technical competencies that can be mobilized in a short time. Mirza said that readiness to face emergency conditions is an important part of maintaining the reliability of the company's operations. Moreover, the NR facility has a strategic role in supporting the continuity of energy supply for power plants in Jakarta and West Java. "Given the crucial role of NR in maintaining the continuity of energy supply in Jakarta and West Java, strategic steps are needed to strengthen protection and preparedness for the company's operational assets. This collaboration is part of efforts to build a support system and redundancy of handling that is needed if there are emergency conditions at NR facilities," said Mirza. According to Mirza, cooperation with PGN Solution not only focuses on responding when emergencies occur, but also on strengthening the readiness of all necessary resources before the incident. "Handling emergencies requires preparedness that is built before the incident occurs. Therefore, the coordination of competencies, personnel, equipment, materials, and coordination mechanisms is important so that responses can be carried out quickly, accurately, and measured," added Mirza. Through this cooperation, PGN Solution will support NR with capabilities in the fields of operations and maintenance, engineering, inspection, construction, and technical services for energy infrastructure. The two companies will also exchange technical data and information and identify the readiness of personnel, competence, equipment, materials, and resources that can be mobilized in the event of an emergency. The scope of cooperation includes technical and operational studies, risk analysis, preparation of role and responsibility sharing, strengthening of communication and coordination mechanisms, and the implementation of emergency handling simulations through drills and tabletop exercises. PGN Solution President Director, Sonny Rahmawan Abdi, said that the effectiveness of handling emergency situations in energy infrastructure is determined by the readiness and synergy between parties even before the incident occurred. "Handling emergency situations in energy infrastructure requires not only speed of response, but also coordination, competence, and readiness of strong resources. Through this cooperation, PGN Solution is ready to synergize the capabilities it has with NR to strengthen the readiness of handling emergency situations, including in maintaining safety, asset reliability, and operational continuity," said Sonny. This collaboration also strengthens the commitment of both companies under the Pertamina Gas Subholding in maintaining asset integrity, operational reliability, operational safety, environmental protection, and gas distribution continuity. This Memorandum of Understanding will then become the basis for the two companies to formulate more operational forms of cooperation through a Cooperation Agreement (PKS) or Emergency Repair Agreement (ERA). It is hoped that this continued cooperation will clarify the coordination mechanism, role sharing, and mobilization of resources in the face of emergency conditions on the submarine pipeline system. NR and PGN Solution are committed not only to building the ability to respond to potential disruptions, but also to strengthening the resilience of the gas infrastructure as part of the energy supply chain, so that it can support the reliability of the electricity system in Jakarta and West Java.
