Senator Urges Swift Passage of Infrastructure Masterplan Amid Substandard Projects

Concerns are mounting in the Philippines over the wastage of public funds due to delays in infrastructure development planning. Senator Erwin T. Tulfo is strongly advocating for the swift passage of the Masterplan for Infrastructure and National Development (MIND) Act, a measure aimed at curbing the squandering of money on substandard projects. Senator Tulfo pointed out that recent heavy rains have exposed the poor quality of existing infrastructure, with many roads and bridges sustaining damage. He noted that numerous projects remain unfinished due to a lack of continuous funding. "We are wasting public funds on public infrastructure projects that the public does not benefit from. All of this is due solely to negligence in planning," he stated in a release. He emphasized the necessity for continuity and longevity in infrastructure project construction, stressing that plans must also be climate-resilient. The MIND Act is among the priority measures of the administration's Legislative-Executive Development Advisory Council (LEDAC). The measure is currently pending before the Senate Committee on Economic Affairs, while counterpart bills are also under deliberation in the House of Representatives' Committee on Public Works and Highways. This issue highlights the significant delays in infrastructure development in the Philippines and the consequent economic losses and impacts on public life. The inability of essential infrastructure, which should form the bedrock of economic growth, to fulfill its role due to planning deficiencies and funding shortfalls poses a hindrance to national development. Stable infrastructure development is also crucial for attracting foreign investment, and the early enactment of the MIND Act is seen as a vital step towards the sustainable growth of the Philippine economy.
