Vietnam Braces for Typhoon No. 4 with Heavy Rains, PM Orders Evacuations

Typhoon No. 4 is moving slowly and erratically over Vietnam's northern waters, threatening widespread, prolonged heavy rainfall. Prime Minister Nguyen Xuan Phuc has ordered proactive evacuations of residents from danger zones.
