Fraudster Arrested Again While Serving Suspended Sentence in Vietnam

Vo Thi Phuong Anh, 38, has been arrested in Ha Tinh province for continuing to commit fraud while serving a suspended 10-year prison sentence. She has been detained by the investigation agency of the Ha Tinh Provincial Police on suspicion of "fraudulent appropriation of property." According to the investigation, Phuong Anh was sentenced to 10 years in prison for fraud by the Hanoi High Court on January 3, 2024. However, her sentence was suspended because she was raising a child under 36 months of age, a provision allowed under Vietnamese law for women in certain circumstances. In early 2024, Phuong Anh worked as an employee at a language and study abroad consulting company in Ha Tinh province. Despite lacking the ability to arrange study abroad programs or labor export to South Korea, she allegedly provided false information, recruited individuals for learning, guided them on financial proof for visa applications, arranged flight tickets, modified electronic visa applications, and entered into civil contracts and commitments to gain trust and receive money. Believing her claims, three residents from Ky Xuan, Ky Van, and Thien Cam communes transferred a total of nearly 700 million VND (approximately $27,500 USD) to Phuong Anh in 2025. After receiving the money, she allegedly failed to fulfill her commitments and used the funds to repay debts and for personal expenses. The case is currently under investigation, and further expansion is anticipated. In Vietnam, with economic growth, the number of individuals seeking to study abroad or work overseas is increasing, leading to persistent fraud cases preying on these aspirations.
