Da Nang City Transfers Regional Health Centers to Local Authorities to Enhance Primary Healthcare

Da Nang City in central Vietnam is implementing a policy to transfer regional health centers to the People's Committees of its districts and communes to improve the quality of primary healthcare for its citizens. This move aligns with the Politburo's resolution 72-NQ/TW, adopted on September 9, 2025, which emphasizes strengthening the capacity of the grassroots healthcare system. The transfer is expected to bolster the healthcare service delivery system at the local level, enabling residents to access more accessible and higher-quality initial medical care. Under Vietnam's one-party system, local governments typically undertake concrete implementation based on central government directives, and this decision follows that framework. Previously, Dien Bien province also transferred the management of 45 health centers to their respective communes and wards, indicating a nationwide trend towards strengthening primary healthcare. The Ministry of Health has proposed staffing each commune health center with 15 personnel, with adjustments based on population size, aiming to optimize medical resources. This initiative seeks to narrow the gap in medical examination and treatment between health centers and hospitals, ensuring equitable access to medical services for all citizens. With Vietnam's economic growth, public interest in health has increased, and the government is focusing on enhancing primary healthcare alongside expanding its universal health insurance system.
