Vietnam Simplifies Procedures for Issuing Production and Packaging Codes to Boost Agricultural Exports

The Vietnamese government has issued Resolution No. 36/2026, which significantly simplifies the procedures for issuing and managing production area codes (vùng trồng) and packaging facility codes (cơ sở đóng gói). This move is aimed at boosting the competitiveness of Vietnamese agricultural exports. The resolution decentralizes the authority for issuing and managing these codes, shifting significant responsibilities to the commune level (cấp xã). This delegation is expected to enable local authorities to respond more effectively to regional conditions and expedite the process. Furthermore, the reform fully implements online application and management processes, referred to as 'toàn trình trên môi trường mạng.' This digital transformation allows applicants to complete the entire cycle, from submission to approval, without the need for physical document submissions, thereby enhancing administrative efficiency and transparency. The primary objective of these reforms is to eliminate procedural complexities that have acted as bottlenecks for agricultural exports. By facilitating the swift issuance of these codes, Vietnam aims to smooth the access of its agricultural products to international markets. In recent years, Vietnam has positioned its agricultural sector as a crucial export industry amidst its continuous economic growth. For fresh produce like fruits and vegetables, these codes are vital for ensuring traceability and demonstrating quality control, meeting the import regulations of destination countries.
