Toyota Protests Exclusion of Hybrid Cars from TNVS Slots

MANILA, Philippines — Toyota Motor Philippines Corp. is questioning the exclusion of hybrid electric vehicles (EVs) from the 7,500 new ride-hailing slots in Metro Manila opened by the Land Transportation Franchising and Regulatory Board (LTFRB). Under Memorandum Circular No. 2026-084, which took effect on Aug. 27, the LTFRB allocated additional Transport Network Vehicle Service (TNVS) slots. Toyota Motor Philippines Corp. (TMP) said it found it "disappointing" that hybrid electric vehicles (HEVs) were not included in the LTFRB’s latest circular. "HEVs are a vital bridge technology that significantly reduces fuel consumption and emissions compared to conventional internal combustion engine vehicles," TMP said in a statement. "As the government aims to promote sustainable transportation, we believe that HEVs should be recognized and supported as a practical and accessible solution for consumers and transport network companies," the company added. According to TMP, the inclusion of HEVs in the TNVS slots would allow more Filipinos to experience and benefit from cleaner mobility options while addressing the current limitations in EV infrastructure. "We are committed to supporting the Philippines' environmental goals and believe that a balanced approach, which includes HEVs, is essential for a successful transition to greener transportation," TMP said.
