BOC Imposes 'One-Strike' Policy Against Personnel Stealing Seized Cigarettes

MANILA, Philippines — The Bureau of Customs (BOC) is implementing a "one-strike" policy against its personnel caught stealing confiscated cigarettes. BOC Commissioner Ariel Nepomuceno stated that errant personnel will be immediately relieved from service and will face administrative, civil, and criminal proceedings. Nepomuceno announced this stringent measure following reports of attempts to steal seized goods currently in the BOC's custody, particularly cigarettes. He emphasized that confiscated cigarettes cannot be transferred, relocated, or disposed of without his prior written approval. In response to these incidents, Nepomuceno directed the Internal Administration Group to submit recommendations aimed at safeguarding illicit confiscated cigarettes across all ports. "Every confiscated cigarette is part of the evidence in our continuing campaign to protect the government’s revenue and the public. We will not allow anyone to steal these items while these are in the government’s custody," Nepomuceno asserted. This policy underscores the BOC's commitment to combating illicit trade and ensuring the integrity of its operations. The crackdown on the theft of confiscated goods aims to bolster confidence in the bureau's ability to enforce customs laws and protect national revenue.
