Kampong Thom Police Outline 7 Key Priorities for Continued Security Operations

Kampong Thom Provincial Police Chief, Major General Heng Sophal, has outlined seven key priorities for law enforcement to implement moving forward. This directive was issued during a meeting held on September 18, 2026, to review the operational situation and results of the past nine months of 2026. The meeting, attended by 275 police officers, took place at the Kampong Thom Provincial Police Headquarters. Major General Heng Sophal stated that the meeting serves as a platform for discussion, exchange of expertise, and evaluation of past performance to identify challenges and set new work directions, aiming to ensure greater efficiency and better results in ongoing operations. He also addressed national and international situations and challenges that could impact security, order, and social stability. He urged all police officers across departments to continue strengthening their specialized work and to focus on preventing, deterring, and cracking down on all types of crime. The seven key priorities for continued implementation are: 1. Security Work: Continue to strengthen specialized work methodologies to safeguard national security, political stability, and social order, which are the foundation for peace and development. 2. Criminal Police Work: Continue to implement specific plans and strengthen specialized measures to prevent, deter, and crack down on crimes such as theft, robbery, extortion, hooliganism, and gambling. 3. Anti-Drug Work: Increase the implementation of administrative measures, education and dissemination, law enforcement, rehabilitation, and cooperation, while regularly cracking down on drug offenses under the slogan "3 Don'ts, 1 Report": "Don't trade, don't distribute, don't be an accomplice, don't collude, don't use drugs, don't interfere with law enforcement against offenders, and don't exempt law enforcement." "1 Report" means reporting suspected dealers, distributors, producers, and illegal storage locations of drugs to the authorities. 4. Road Traffic Safety Work: Police forces will continue to be good role models for the public in respecting and implementing road traffic laws, increasing targeted education and dissemination, especially to vulnerable groups. They will also continue to patrol, inspect areas, facilitate traffic, and organize order in crowded places, factories, enterprises, schools, and other gathering sites. 5. Economic Crime Prevention Work: Continue to deploy forces in cooperation with specialized officials at target locations and command posts to respond to operations, crack down on offenses, and build cases according to legal procedures. 6. Population Statistics Work: Continue to implement regular administrative measures, update changes in population, income, and migration, and manage and monitor the presence of foreigners residing within the province. Additionally, enhance education and dissemination to the public on caution against online scams and all forms of technology-based fraud to contribute to protecting security, social order, and the lawful interests of the people. 7. Identification Work: Continue to focus on providing administrative services to citizens, such as issuing residency books, family books, Cambodian national identity cards, and other related administrative services in a timely and efficient manner. Major General Heng Sophal reiterated and instructed deputy chiefs, heads of specialized offices, district/municipal police inspectors, and the chiefs of the 81 commune/sangkat police posts to continue strengthening the management of their subordinates to ensure compliance with national police regulations and relevant orders. Forces are to remain vigilant in grasping the situation, collecting information and incidents occurring in their localities for timely reporting and effective intervention. They must continue to provide services to the public with transparency and a high spirit of responsibility, implement the "Safe Village-Commune-Sangkat" policy and community policing, and strengthen meeting and reporting regimes regularly and on time.
