Cambodia and ICRC Strengthen Cooperation on Humanitarian Aid and International Law
Cambodian Prime Minister Hun Manet met with Jürg Montani, ICRC's Regional Delegate, to discuss humanitarian aid, the promotion of International Humanitarian Law (IHL), and past cooperation during border conflicts. Both sides agreed to further strengthen the partnership between Cambodia and the ICRC.
On the afternoon of July 2, 2026, Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, granted a courtesy call and discussed work with Mr. Jürg Montani, Regional Delegate of the International Committee of the Red Cross (ICRC), and his delegation at the Peace Palace. During the meeting, the Regional Delegate informed Samdech Thipadei about the close cooperation between the ICRC and the Cambodian Red Cross, as well as cooperation with the Cambodian government in supporting emergency response and promoting International Humanitarian Law (IHL). Furthermore, the Regional Delegate expressed his pleasure that the ICRC had made significant contributions to coordinating various activities during the Cambodia-Thailand border conflict. The Regional Delegate also informed Samdech Thipadei that during his working visit to Cambodia, he had inspected the implementation of a rehabilitation assistance program in Battambang province and a health program in prisons. He reiterated that the ICRC is committed to continuing and strengthening cooperation with Cambodia. In response, Samdech Thipadei congratulated Mr. Jürg Montani on his appointment as the ICRC's Regional Delegate. Samdech Thipadei highly appreciated the role of the ICRC in contributing to Cambodia's socio-economic development and thanked the ICRC for supporting Cambodian refugees during the Cambodia-Thailand border conflict and for actively facilitating the release of 18 Cambodian soldiers who were illegally arrested by the Thai side. Concurrently, Samdech Thipadei expressed satisfaction with the fruitful cooperation between Cambodia and the ICRC. In this regard, Samdech Thipadei thanked the ICRC for supporting the implementation of many projects in Cambodia and emphasized Cambodia's commitment to further strengthening this excellent partnership. Samdech Thipadei pointed out that the Royal Government of Cambodia pays high attention to protecting all citizens by issuing the National Social Protection Policy Framework 2024-2035, including the implementation of a cash transfer program for pregnant inmates and children under two years of age with their mothers in prisons. Samdech Thipadei also encouraged the ICRC to foster even closer relations with relevant Cambodian ministries and institutions to further strengthen and develop cooperation between Cambodia and the ICRC. Moreover, Samdech Thipadei emphasized the Cambodian government's commitment to supporting respect for international law, including International Humanitarian Law (IHL). Before concluding, Samdech Thipadei briefed the Regional Delegate on recent developments in the Cambodia-Thailand border situation and reiterated Cambodia's commitment and stance to resolve border issues peacefully, based on international law and in accordance with existing conventions, treaties, and agreements between Cambodia and Thailand.
