Vietnam Taps Overseas Vietnamese for Economic Growth with New Policy

Vietnam's Communist Party has adopted Resolution No. 23-NQ/TW, a new policy that positions overseas Vietnamese (OV) as a crucial resource for national development and aims to effectively leverage their potential for economic growth. This marks a new, more comprehensive phase in engaging with the OV community, building upon Politburo Resolution No. 36-NQ/TW from March 26, 2004. The resolution shifts the Party's approach from "pooling, gathering and caring for" OVs to "accompanying them and creating mechanisms," opening the door to deeper engagement in national development. Resolution 23 calls for stronger links among overseas Vietnamese through sustainable networks connecting experts, intellectuals, entrepreneurs, and young people. This ensures that despite being half a world away, the Vietnamese community remains closely connected to the homeland. As Vietnam enters a new development phase with targets for double-digit growth and strategic milestones in 2030 and 2045, mobilizing the overseas community is a vital element for accelerating economic growth. A Chinese expert has also highlighted overseas Vietnamese as a key resource for Vietnam's economic growth, underscoring the importance of OV policy as a national strategy within Vietnam's one-party system. Vietnamese Ambassador to Belgium and Head of the Vietnamese Mission to the EU, Nguyen Huong Tra, affirmed that overseas Vietnamese are an integral part of the nation and partners in its development and creation, pledging to listen openly and responsibly to their recommendations and convey them to authorities at home. The Education Committee of the Union of Vietnamese Associations in the Czech Republic organized a contest aiming to provide children with a space to use Vietnamese, develop their talents, and learn more about the country’s culture and traditions, demonstrating grassroots efforts to pass on Vietnamese identity and culture across generations. In science and technology, Vietnam wishes to continue building an ecosystem that connects the State, research institutes, universities, and businesses, enabling them to share resources and create value, an area where it is interested in learning from Korean experience.
