12 Prosecuted After Street Chase with Weapons in Hai Phong

In Hai Phong City, northern Vietnam, multiple groups of youths armed with weapons engaged in a high-speed motorcycle chase through the city streets at night. The Hai Phong City Police announced on September 4 that they have prosecuted 12 individuals for public disorder. According to police investigations, on the night of June 25-26, numerous youth groups gathered on Nguyen Luong Bang Street in Le Thanh Nghi Ward. They were riding motorcycles at high speeds, weaving through traffic, and were in possession of swords, knives, tridents, iron pipes, and beer bottles. These groups departed from Nguyen Luong Bang Street and pursued each other through Vu Huu Street, Nguyen Thi Due Street, under the Dong Nien overpass, and to Han Bridge. This behavior caused chaos in residential areas and disrupted public order. Following the incident, Hai Phong City Police initiated efforts to identify and apprehend those involved. The investigation is currently being expanded. Incidents of group violence and reckless behavior by youths, particularly in urban areas, can sometimes emerge as social issues in Vietnam. These events can be seen as reflecting the challenges of social control within a one-party system and potentially as an outlet for youth frustration. Factors such as population concentration in urban areas due to economic growth and economic disparities between regions may also contribute to such social unrest. This case appears to be part of the authorities' efforts to maintain community safety and order, with strict measures being applied.
