Pailin Province Issues Land Titles to 10 Villages, Strengthening Citizen Rights

On the morning of September 21, 2026, the Department of Land Management, Urbanization, Construction, and Cadastre of Pailin Province organized a ceremony to distribute land ownership certificates to 10 villages in Salakrou District, Pailin Province. The event was presided over by Her Excellency Dr. BAN Sreymom, Governor of Pailin Province, with participation from leaders of ministries, relevant departments, local authorities, technical officials, and the land-owning residents. During the ceremony, HE Dr. BAN Sreymom stated that the issuance of land ownership certificates to citizens is part of the land registration process and a crucial measure to ensure the security of citizens' possession and use of immovable property. She emphasized that these certificates are vital for confirming ownership rights, reducing the risk of land disputes, and facilitating various transactions related to immovable property, including legal transfers of rights or ownership. HE the Provincial Governor also reminded technical officials and local authorities, in their role as public service providers, to perform their duties with transparency, correctness, and clarity, prioritizing the interests of the citizens. She noted that land issues are sensitive matters requiring careful attention and high responsibility. She also called on citizens who receive certificates to preserve them properly and use them in accordance with legal principles and procedures, and to participate in maintaining and protecting their legal rights over their properties. HE Dr. BAN Sreymom further advised citizens to thoroughly understand the procedures for land registration and ownership to avoid falling victim to unscrupulous individuals who might exploit the situation to demand additional fees beyond those legally stipulated. She recommended that citizens seek consultation from technical officials at service points, including municipal/district administrations and the one-stop service at the provincial administration, to obtain accurate information and avoid unofficial expenses. According to a report by Mr. HONG Pou, Director of the Department of Land Management, Urbanization, Construction, and Cadastre of Pailin Province, Pailin Province has an estimated 60,208 land parcels. Of these, 21,314 parcels have been registered and issued certificates. Salakrou District alone has an estimated 34,857 parcels, with 100% of the surveying work completed, resulting in the registration and issuance of certificates for 9,287 parcels.
