Thai PM Heads to UNGA81 for US Trade Talks Amid Cambodia Border Dispute

Thai Prime Minister Anutin Charnvirakul is set to attend the 81st United Nations General Assembly (UNGA81) in New York from September 21-24. Beyond diplomatic forums and meetings with world leaders, a key focus of this mission is trade negotiations with the United States, particularly concerning tariffs and ongoing discussions on conditions. Prior to his departure, Prime Minister Anutin emphasized that the negotiation of US tariffs is not determined by the Prime Minister himself but is the responsibility of the negotiation delegations and trade representatives of both sides. He reported that negotiations are proceeding within the expected framework, but there is one additional issue raised by the US that Thailand needs to find a way to address to reach a mutually acceptable conclusion. Prime Minister Anutin acknowledged the possibility of meeting with President Donald Trump during this trip, responding to questions about potential discussions with a "play it by ear" approach. He reiterated that the fundamental principles of negotiation are already in place, and Thailand has secured the desired tariff rates, with only additional conditions from the US remaining to be resolved. He also stated that he had inquired with the Deputy Prime Minister and Minister of Commerce, Supachai Suthumpun, about the feasibility of finalizing the agreement, receiving a positive response that it can be done without issues regarding the substance of the work. While the Prime Minister did not disclose the specifics of the US's additional conditions, stating he did not ask for details, he admitted that the situation needs close monitoring. He also mentioned having an opportunity to discuss with the US Trade Representative (USTR) during his time in New York. Regarding the target tariff rate of 19%, the Prime Minister stated that Thailand will strive to push it down as much as possible. The next step, after the draft agreement is prepared, will be submitted to the leaders of each country for consideration, which may involve meetings or phone calls before reaching a final conclusion. He views negotiation obstacles not as insurmountable, stating that trade negotiations inherently involve conditions and goals from both sides before finding common ground. Concurrently, another significant issue to be closely watched at UNGA81 is the Thai-Cambodian border dispute, especially if Cambodia raises the matter at the UN. Prime Minister Anutin affirmed that Thailand is fully prepared, with the Ministry of Foreign Affairs confident in Thailand's data and procedures. Recently, Thailand and Cambodia entered into a conciliation process under the UN Convention on the Law of the Sea (UNCLOS). The first meeting was held in Singapore from September 14-16. Thailand was represented by Deputy Prime Minister and Minister of Foreign Affairs Sihasak Phuangketkeaw. Both sides established the framework and rules for the process and provided an opportunity for each party to present their positions and facts to the Conciliation Commission. The Ministry of Foreign Affairs indicated that this process is expected to take approximately 12 months before the commission prepares a report with conclusions or recommendations, which will not be legally binding and can serve as a basis for further discussions between the two countries. Therefore, the Prime Minister's trip is not only about his role at the UN but also a critical period to monitor economic negotiations with the US and the communication of Thailand's stance on the Thai-Cambodian situation. The Ministry of Foreign Affairs stated that the Prime Minister will deliver Thailand's statement during the General Debate and is scheduled to hold bilateral discussions with high-ranking UN officials, as well as leaders and senior representatives from various countries. All these activities represent a crucial mission for the government on the international stage, encompassing the protection of trade interests, the cultivation of relationships with nations, and the affirmation of Thailand's position on sensitive security and sovereignty issues.
