Cambodia Boosts Technical Training with Scholarships to Cultivate Skilled Workforce

Phnom Penh, September 15, 2026—H.E. Heng Sour, Minister of Labor and Vocational Training and Head of the Government Working Group for Kampong Siem District, Kampong Cham Province, met with over 600 students who passed the 2025-2026 high school exit exam and their guardians in Kampong Siem District on the morning of September 15, 2026, at the Peace Center. During his address, H.E. Heng Sour announced scholarships for all these students to study at Technical and Vocational Education and Training (TVET) institutions under the Ministry of Labor. Speaking to over 1,000 attendees, the Minister congratulated all the successful students, noting the improving results of the high school exit exams in Kampong Siem District. For 2026, the pass rate increased to 518 students, including 8 with Distinction A (6 females), 23 with B, 105 with C, 180 with D, and 202 with E. H.E. Heng Sour highlighted the key factors contributing to this success, primarily the students' own efforts, parental support, and the dedication of teachers, whom he referred to as "second benefactors." He echoed Prime Minister Hun Manet's sentiment that "teachers are the wealthy of honor." Furthermore, the Minister emphasized that peace, social stability, and development have also significantly contributed to these positive outcomes. He pointed out that the current government's "Strategic Pentagon" Phase 1 prioritizes "human capital development" through comprehensive, multi-sectoral, and interconnected political programs. For students who did not pass, H.E. Heng Sour encouraged them not to be discouraged, as TVET programs offer flexibility and modernity, directly responding to the demands of the labor market. He stated that these programs are highly valued by employers, offering short-term study with clear skills and quick employment opportunities. The Minister advised both successful and unsuccessful students on the importance of understanding and consulting correctly when building their future. He recommended choosing paths aligned with their interests, dreams, family capabilities, and market demands, urging them to avoid simply following friends. Instead, he stressed the need for self-awareness, understanding their preferred occupations, and researching market information. H.E. Heng Sour also encouraged students to understand the value of both learning and practical application as a "pathway to success." This includes accumulating good experiences, teamwork, and social work, which help build networks and acquire information, leading to better decision-making. He also informed the students from the three high schools in Kampong Siem District who wish to pursue TVET studies that he would provide scholarships and internship opportunities.
