Cambodian PM Hun Manet to Distribute Over 23,000 Land Titles

Prime Minister Samdech Moha Borvor Thipadei Hun Manet of the Kingdom of Cambodia will preside over a ceremony to distribute land ownership certificates to more than 20,000 citizens on the morning of July 29, 2026. The ceremony will be held at the Samdech Akka Moha Sena Padei Techo Hun Sen General Education and Technical High School in Khsach Kandal district, Kandal province. More than 23,067 land ownership certificates will be distributed to residents of Champey, Roka Chhlung, and Puk Ruessei communes in Khsach Kandal district. The presence of Samdech Thipadei is not only an honor but also a great encouragement to leaders, officials, and all levels of local authorities. It also serves as clear evidence of Samdech's commitment to always stand with the people through thick and thin, to jointly consider and lead in resolving all concerns and problems, and to directly protect the interests of the citizens. Kandal province, strategically located around Phnom Penh and bordering Vietnam, covers a total area of 3,278 square kilometers with a population of 1,434,336 people as of 2025. The province's gross domestic product (GDP) reached $4,259 million in 2025, with an average per capita income of $3,006. The rapid pace of development has led to a steady increase in land demand for investment and housing, making the security of land tenure paramount. In this spirit, the first phase of the Pentagonal Strategy of the Royal Government of Cambodia under the motto "Growth, Employment, Equity, Efficiency, and Sustainability" is being implemented. Key priorities include "People, Roads, Water, Electricity, and Technology," with a particular focus on the fourth pillar of the Pentagonal Strategy, "Strengthening Administration and Modernizing Urbanization." The provincial administration, district/city administrations, and the provincial Department of Land Management, Urban Planning, Construction, and Cadastral Services, along with relevant departments, are diligently implementing the 15 priority points of the Ministry of Land Management, Urban Planning, Construction, and Enforcement. Specifically, priority point 5 accelerates the registration and issuance of land ownership certificates to citizens, based on the principle of "Registration, Certificate Issuance, Satisfactory Service, and a Dispute-Free Environment." This achievement will significantly contribute to eliminating disputes, ensuring the security of land tenure, and transforming land into a robust source of capital for investment, thereby improving the livelihoods of the people and developing Kandal province and the nation as a whole.
