Vietnam Communist Party Appoints New Deputy Heads to Propaganda Department

Nguyen Van Chien, head of the Hung Yen Provincial Party Committee's Propaganda and Education Department, and Bui Hoai Son, a standing member of the National Assembly's Culture and Social Affairs Committee, have been appointed as new deputy heads of the Central Propaganda and Education Department. The decision was announced on the afternoon of September 18. Mr. Chien, 46, is from Hung Yen province. He holds a Bachelor of Literature, a Master's in Han-Nom studies, and a PhD in Han-Nom studies. He began his career as an official at the Hung Yen Museum and later served in various roles, including head of a department and secretary to the head of the Central Propaganda and Education Department, secretary to the Standing Secretariat, secretary to a Politburo member, and head of the General Affairs Department of the Party Central Committee's Office. He has served as head of the Hung Yen Provincial Party Committee's Propaganda and Education Department since July 2025. Mr. Son, 51, is from Phu Tho province. He is an Associate Professor with a PhD in Culture, a Master's in Heritage and Art Management, a Master's in English, and a Bachelor's in Sociology. He is a deputy to the 15th and 16th National Assembly. Mr. Son pursued postgraduate studies at the University of North London in the UK and then worked at the Vietnam National Institute of Culture and Arts Studies, eventually becoming its deputy director and then director. He also served as a standing member of the National Assembly's Culture and Social Affairs Committee. The Central Propaganda and Education Department serves as a consultative and assisting body for the Party Central Committee, directly and regularly advising the Politburo and the Secretariat on the Party's lines, orientations, and major policies in the field of propaganda and education. It also plays a role in building the Party politically, ideologically, and morally, perfecting socialist democracy, fostering close ties between the Party and the people, and acts as a professional agency for the Party's propaganda and education work. At the same conference, Trần Cẩm Tú, Standing Secretary of the Secretariat, also announced decisions to appoint Nguyễn Thế Mạnh, deputy head of the Central Policy and Strategy Department, as deputy secretary of the Thái Nguyên Provincial Party Committee for the 2025-2030 term; Nguyễn Thanh Bình, deputy head of the Central Organization Department, as deputy secretary of the Nghệ An Provincial Party Committee for the 2025-2030 term; and Nguyễn Văn Thắng, deputy head of the Government Office, as deputy secretary of the Điện Biên Provincial Party Committee for the 2025-2030 term.
