Vietnam's government plans to approve a new land law this year, reaffirming the principle that land is owned by the entire people and managed by the state as representative. The law will strictly prohibit land privatization and foreign individuals (excluding those of Vietnamese origin abroad) from acquiring land use rights in any form. Land use rights will be protected as assets but explicitly defined as not ownership rights.
