Cambodia Strengthens International Cooperation on Online Scams, Seeks Improved US Ties

The Cambodian government is strengthening international cooperation, positioning the fight against online scams as a national priority. It criticizes certain expatriate Cambodian groups for allegedly using the online scam issue for political gain, aiming to damage relations between Cambodia and the United States. The government asserts that online scams are not solely a Cambodian problem but a complex transnational crime involving regional and international networks. It accuses some groups of exploiting the issue with negative labels like "Scam State" to serve their political influence and personal interests. Such narratives, it suggests, could cast a shadow over bilateral relations, especially as the new US Ambassador to Cambodia prepares to take up his post. However, Cambodia expresses its intent to enhance cooperation with the US on combating online scams, seeking to expand trade and investment, strengthen security collaboration, and dismantle scam networks. While acknowledging that online scam networks operating on its territory have harmed Cambodia's economy and image, the government insists Cambodia is also a victim. It counters that framing online scams as originating from Cambodia's internal political or economic systems misinterprets the issue's cross-border nature. The government states it welcomes constructive criticism but argues that attacks based on emotion or personal gain do not serve the broader interests of the Cambodian people. It views the politicization of national security challenges as disrespectful to ancestral spirits and national pride, undermining efforts to elevate Cambodia's international standing. From a law enforcement perspective, Cambodia considers online scams a "red line" and has ordered strict crackdowns. Numerous scam operations have been shut down, tens of thousands of suspects arrested and repatriated. Measures are also being enhanced against money laundering and casinos involved in illicit activities. Collaboration with Interpol and the UN Office on Drugs and Crime (UNODC) includes information exchange and joint investigations. Cambodia is demonstrating its commitment to international coordination by hosting an international conference on combating online scams. The government maintains that this issue should be recognized as a shared regional and international security concern, not reduced to a political label. It concludes that expanding practical cooperation between Cambodia and the US, rather than allowing scams to become a source of suspicion and political friction, is essential for maintaining constructive relations.
