RCSS holds talks in Naypyidaw as key ethnic armed groups reject Myanmar regime overtures

The Restoration Council of Shan State (RCSS) initiated open political discussions with the military regime’s National Solidarity and Peacemaking Negotiation Committee (NSPNC) in Naypyidaw on Tuesday. RCSS Secretary 1 Sao Sai Ngin welcomed the official invitation, emphasizing that the Shan armed group favors peaceful, open, and unrestricted dialogue to resolve Myanmar’s compounding political crises. The meeting marks the latest in a series of engagements between Naypyidaw and the RCSS, whose armed wing, the Shan State Army-South (SSA-S), signed the Nationwide Ceasefire Agreement (NCA) in October 2015. The RCSS reiterated its commitment to pursuing negotiations to establish a federal democratic union, a stance previously emphasized during the 66th anniversary of Shan Resistance Day in 2024. Key discussion points and regional commitments Lieutenant General Yar Pyae, chairperson of the NSPNC, stated he will communicate directly with RCSS leadership to maintain ongoing peace and stability efforts across Shan State. During the session, the RCSS urged the regime’s Shan State authorities to implement structured reconstruction and rehabilitation plans for conflict-displaced civilians returning to their homes in southern Shan. Additionally, the group pledged to cooperate in cracking down on cyber-scam operations and transnational criminal networks operating in the region, while supporting local healthcare, education, and transportation services. The Naypyitaw talks highlight deep divisions in how Myanmar’s major Ethnic Armed Organizations (EAOs) approach the regime: While non-signatory and signatory groups like the United Wa State Party (UWSP), Shan State Progress Party (SSPP), National Democratic Alliance Army (NDAA), and RCSS have engaged in dialogue with the NSPNC since August, major resistance-aligned ethnic armed groups continue to reject regime overtures in favour of nationwide resistance.
