New R4 Road Construction in Phnom Penh Reaches 70% Completion to Ease Traffic

Construction of a new road, designated R4, in Cambodia's capital Phnom Penh, aimed at alleviating traffic congestion, has reached 70% completion. The road connects the Boeung Kak development area to Preah Monivong Boulevard. The Ministry of Land Management, Urban Planning and Construction, along with the local administration of Don Penh district, has been monitoring the traffic flow in the Boeung Kak area and along Preah Monivong Boulevard, which often experiences severe congestion during morning and evening hours. The decision to open the R4 road was made to facilitate traffic and reduce congestion for commuters. On the afternoon of September 17, 2026, Mr. Chea Kema, Governor of Don Penh district, inspected the progress of the R4 road construction, undertaken by the Ministry of Land Management, Urban Planning and Construction. Officials confirmed that as of September 17, 2026, the project has achieved 70% completion and is expected to be finished soon. The opening of this road is anticipated to bring numerous benefits to travelers. Residents have expressed their delight with the new road, citing its potential to reduce traffic jams, save time, and lower transportation expenses. Previously, on September 5, 2026, Mr. Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, also visited the construction site to urge the team to adhere to technical standards and ensure timely completion. The project was initiated with a ceremony held on Friday, September 4, 2026, by the Sarachak commune administration, marking the commencement of connecting the R4 road (Boeung Kak development area) to Road 86, a stretch measuring 171.30 meters within the Sarachak commune, Don Penh district, Phnom Penh.
