Baguio's Bahay Pag-asa: A National Model for Youth Rehabilitation

BAGUIO CITY, Philippines — The Bahay Pag-asa in Baguio continues to set the standard for juvenile rehabilitation in the Cordilleras, earning national recognition for its child-centered programs in 2025. To date, the center remains as one of only a few operational residential facilities for children in conflict with the law. Located in Barangay Balenben and operated by the city social welfare and development office, the 24-hour facility provides temporary shelter, education, counseling, psychosocial intervention, and rehabilitation for minors undergoing diversion programs or court proceedings. The facility has been cited as a model for implementing the Juvenile Justice and Welfare Act by focusing on rehabilitation instead of detention. Bahay Pag-asa administrator Florencita Tul-an said every intervention is anchored on the child’s welfare, and preparing them for reintegration into their families and communities. The center runs seven major programs including residential care, education through the Alternative Learning System in partnership with the Department of Education, tutorial sessions with teachers from the Baguio City National High School, livelihood training, counseling, psychological services, legal assistance, sports and recreation, and social reintegration. Children learn practical skills such as bread-making, hollow block production, and urban gardening, with proceeds from livelihood projects shared between the beneficiaries and the facility to sustain the program. Before a child is discharged, Bahay Pag-asa conducts case conferences with partner agencies to determine readiness for reintegration. Families are prepared for the child’s return while community social workers monitor the minor for three months, followed by six months of aftercare to help ensure a successful transition and prevent him from committing offenses again.
