Community Initiatives Drive Digital Citizen Development in Vietnam

As Vietnam rapidly advances its digital transformation, the development of 'digital citizens' capable of adapting to and benefiting from the digital society is emerging as a key national priority. Leaders in Hanoi emphasize that digital transformation should be measured not by the quantity of software systems or online procedures, but by tangible outcomes such as reduced paperwork, lower costs, shorter processing times, and more transparent governance. These initiatives are driving socio-economic development and laying a solid foundation for rapid and sustainable growth in the new phase. Digital technologies are increasingly embedded in the daily lives of citizens, making the enhancement of their digital literacy crucial for the nation's overall competitiveness. Vietnam is expanding cooperation with the UN, international organizations, troop-contributing countries, and development partners to strengthen its digital capacity through training, knowledge sharing, innovation, and force development. This highlights the importance of promoting science, technology, and digital transformation in personnel preparation, especially as Vietnam's role in international peacekeeping operations grows. Furthermore, for the benefits of digitalization to reach all citizens, community engagement is essential. For example, in the Mekong Delta region, the 'Australia Corner' has been established in collaboration with Australia to promote climate adaptation solutions, leveraging the research expertise of Can Tho University. This serves as a concrete example of linking digital technologies and international cooperation to address region-specific challenges. In the fisheries sector, all registered fishing vessels are being entered into the national fisheries database (Vnfishbase), with data synchronized with the VNeID digital identification platform. This is part of efforts to combat illegal, unreported, and unregulated (IUU) fishing and aims for sustainable management of fishery resources and compliance with international regulations. However, the report notes that some vessels remain disconnected from the VMS network and are under investigation. These developments indicate that Vietnam, under its one-party system, is placing digitalization at the core of its national strategy to balance economic growth with social stability, aiming to improve citizens' lives and enhance its international standing.
