Cambodian Constitutional Council Unanimously Approves Draft Law on Sub-Decree Administration Amendments

The Constitutional Council of Cambodia has announced its unanimous approval of the draft law on the amendment of the law on the administration of communes and sub-decrees. On September 10, 2026, the Constitutional Council convened a plenary session under the chairmanship of Mr. Hy Sophea. The session reviewed and decided on a request from Mr. Yun Sodary, President of the National Assembly, concerning the constitutionality of the draft law. Following the meeting, the Constitutional Council unanimously decided that the draft law on the amendment of the law on the administration of communes and sub-decrees, which was adopted by the National Assembly on August 20, 2026, and subsequently reviewed and fully agreed upon without amendment by the Senate on September 4, 2026, is in conformity with the Constitution. This amendment to the law aims to strengthen good governance and the rule of law at the local level. Specifically, it ensures that the appointment of leaders for communes and sub-decrees is in line with the electoral results and the will of the people, adhering to the principles of liberal multi-party democracy as stipulated in the Constitution and existing laws.
