Gasmen's leadership in financial markets is further underscored by his past presidencies of the Money Market Association of the Philippines in 2006 and ACI Financial Markets Association Philippines in 2018. He holds a Bachelor of Science in Electrical Engineering and a Master of Business Administration from the University of the Philippines Diliman. BSP Governor Eli Remolona Jr. expressed his pleasure in welcoming Gasmen, stating, "We will be pleased to welcome Dino to take on this critical role from Edna, one of the BSP’s most seasoned and outstanding leaders." He also thanked Villa for her agreement to a brief extension to ensure a smooth transition. Villa herself has dedicated over 40 years of service to the BSP.
