BSP Appoints BPI Executive Dino Gasmen as Assistant Governor for Financial Markets

The Bangko Sentral ng Pilipinas (BSP) has appointed Dino Gasmen, Executive Vice President and Treasurer of the Bank of the Philippine Islands (BPI), as its new Assistant Governor for Financial Markets, effective January 18, 2027. In this crucial role, Gasmen will be responsible for overseeing open market operations, the implementation of foreign exchange policy, and reserve management. Gasmen will succeed Senior Assistant Governor Edna Villa, who is set to retire on January 15, 2027. To ensure a seamless transition, Gasmen will join the BSP in a technical advisor capacity starting November 3, 2026. Prior to his appointment, Gasmen held significant positions at BPI, where he served as Executive Vice President, Treasurer, and Head of Global Markets. He also chaired the bank's Asset and Liability Committee and was a member of its Management Committee. His extensive international experience includes a 17-year tenure at HSBC Global Markets, where he led Rates Trading Business in the Philippines, Indonesia, Vietnam, and Sri Lanka, and managed Balance Sheet Management for the Philippines. Gasmen's leadership in financial markets is further underscored by his past presidencies of the Money Market Association of the Philippines in 2006 and ACI Financial Markets Association Philippines in 2018. He holds a Bachelor of Science in Electrical Engineering and a Master of Business Administration from the University of the Philippines Diliman. BSP Governor Eli Remolona Jr. expressed his pleasure in welcoming Gasmen, stating, "We will be pleased to welcome Dino to take on this critical role from Edna, one of the BSP’s most seasoned and outstanding leaders." He also thanked Villa for her agreement to a brief extension to ensure a smooth transition. Villa herself has dedicated over 40 years of service to the BSP. This appointment is seen as a strategic move by the BSP to bolster its capabilities in managing the country's financial markets, leveraging Gasmen's deep expertise and international exposure to maintain stability and foster growth.
