Cambodia Strengthens Post-Institutional Care for Children with Disabilities, Promoting Family and Community Integration

Phnom Penh, September 12, 2026—The Ministry of Social Affairs, Veterans and Youth Rehabilitation convened a meeting on September 11, 2026, to discuss the progress of a program focused on integrating children with disabilities from care institutions into family-based care within their communities. The meeting was presided over by H.E. Touch Channy, Secretary of State of the Ministry. H.E. Touch Channy highlighted that the meeting's objective is to enhance the care of children with disabilities within families by facilitating their reintegration from institutions into kinship and foster care arrangements. He emphasized strengthening the capacity of family-based care teams for children with disabilities through coordination by the Child Protection Department. The aim is to bolster collaboration between national and sub-national working groups and development partners to discuss program implementation and provide recommendations for relevant teams on the integration of children. The discussions also covered the assessment of cases, preparation of procedures, and the development of follow-up plans for the continued integration of children with disabilities transitioning from institutions. Furthermore, social services and necessary support for the successful reintegration of these children into family environments were deliberated upon, underscoring the importance of ensuring their well-being. The meeting was attended by approximately 50 participants, including Ms. Mom Chhandany, Deputy Director-General of the General Department of Social Services of the Ministry, representatives from relevant departments, provincial offices of the Ministry in Phnom Penh, Siem Reap, Kampot, and Takeo, as well as representatives from partner organizations.
