Four Suspects Arrested in Northern Cambodia for Motorcycle Theft and Modification Ring

Four suspects have been arrested by specialized criminal police forces of the Provincial Police Commissioner in Oddar Meanchey province in connection with motorcycle theft and providing locations for the cutting, assembly, and modification of motorcycles. This operation was carried out on September 9, 2026, at 8:00 AM, under the direct command of Colonel Hom Phirak, Deputy Commissioner in charge of criminal police affairs, in accordance with the high recommendations of Excellency General Sar Thet, Director General of National Police, and the strict orders of Major General Khov Ly, Commissioner of the Provincial Police. Colonel Dim Vandy, Chief of the Minor Offense Criminal Police Office, in collaboration with Colonel Hom Phirum, Inspector of Samrong City Police, led specialized forces to investigate and arrest four active suspects involved in theft and providing locations for the cutting, assembly, and modification of stolen motorcycles. The arrested individuals are: 1. Voun Phonlly, male, 19 years old, residing in Tanes village, Kok Mon commune, Banteay Ampil district, Oddar Meanchey province (an active suspect in theft and drug use). 2. Chea Lychhong, alias Koy, male, 18 years old, residing in Pu village, Samrong commune, Samrong city, Oddar Meanchey province (an active suspect in theft and drug use). 3. Om Sarom, male, 29 years old, residing in Trabaek village, Bousbov commune, Samrong city (provided a location for cutting, assembling, and modifying stolen motorcycles; a drug user). 4. Rith Bunchen, male, 25 years old, residing in Trabaek village, Bousbov commune, Samrong city (participated in cutting, assembling, and modifying stolen motorcycles; a drug user). These individuals are suspected of committing three counts of theft and providing locations for the cutting, assembly, and modification of stolen motorcycles, which occurred on August 3 and August 30, 2026, in Kandal village, Samrong commune, Samrong city, and on September 7 and September 9, 2026, in Pu village, Samrong commune, Samrong city, and Trabaek village, Bousbov commune, Samrong city, Oddar Meanchey province. During the operation, specialized forces seized several items, including four motorcycles, a large quantity of motorcycle spare parts, and other equipment used for cutting and assembling stolen motorcycles.
