Voun Phonlly, male, 19 years old, residing in Tanes village, Kok Mon commune, Banteay Ampil district, Oddar Meanchey province (an active suspect in theft and drug use). 2. Chea Lychhong, alias Koy, male, 18 years old, residing in Pu village, Samrong commune, Samrong city, Oddar Meanchey province (an active suspect in theft and drug use). 3. Om Sarom, male, 29 years old, residing in Trabaek village, Bousbov commune, Samrong city (provided a location for cutting, assembling, and modifying stolen motorcycles; a drug user). 4. Rith Bunchen, male, 25 years old, residing in Trabaek village, Bousbov commune, Samrong city (participated in cutting, assembling, and modifying stolen motorcycles; a drug user). These individuals are suspected of committing three counts of theft and providing locations for the cutting, assembly, and modification of stolen motorcycles, which occurred on August 3 and August 30, 2026, in Kandal village, Samrong commune, Samrong city, and on September 7 and September 9, 2026, in Pu village, Samrong commune, Samrong city, and Trabaek village, Bousbov commune, Samrong city, Oddar Meanchey province. During the operation, specialized forces seized several items, including four motorcycles, a large quantity of motorcycle spare parts, and other equipment used for cutting and assembling stolen motorcycles.
