Cardinal Urges PH Government Transparency in US-Led Tech Pact

A Catholic cardinal is pressing the Philippine government for transparency in a major U.S.-led technology initiative, saying openness should be a condition for any foreign partner’s participation. Cardinal Pablo Virgilio David said that without safeguards, the country’s role in the proposed Pax Silica initiative risks becoming one-sided rather than a genuine partnership. “Prudence therefore requires,” he stated, emphasizing that the government should prioritize the nation’s interests and disclose the terms of the agreement to the public. Pax Silica is a U.S. effort aimed at strengthening the semiconductor supply chain, and the Philippines may participate as a member. However, concerns have been raised about the lack of sufficient public explanation regarding the initiative’s specific details, the obligations the Philippines would undertake, and the benefits it would gain. The Philippines has seen its geopolitical importance grow in recent years, particularly amid rising tensions over the South China Sea, leading to strengthened security cooperation with the United States. In such a context, the way international cooperation in economic and technological fields proceeds requires public understanding and consent.
