Namibia Pursues 'Value Creation' in China Diplomacy

Namibian President Netumbo Nandi-Ndaitwah's recent visit to China has underscored the country's strategy to move beyond being a mere resource provider and to focus on domestic processing and value addition. This visit offers a valuable lesson for African nations on how to pursue a more strategic and comprehensive approach in their relations with China. President Nandi-Ndaitwah chose China as one of her first major international destinations after taking office, signaling a commitment to maintaining and strengthening existing ties while reassuring Chinese counterparts that long-term cooperation remains a priority. Notably, her itinerary extended beyond Beijing to include key economic and technological hubs like Guangdong and Sichuan provinces. In Guangdong, her delegation was exposed to one of China's most dynamic manufacturing and technology ecosystems, while in Sichuan, visits to agricultural research facilities highlighted Namibia's interest in addressing food security challenges. Another significant theme throughout the visit was the emphasis on local processing and value addition. In its relationship with China, known for its investment in Namibia's uranium mines, the country is seeking support for developing local uranium processing and enrichment capabilities, rather than solely focusing on resource extraction. This reflects a broader expectation among African nations to shift Chinese investment from raw material supply to deeper participation in global value chains through industrial upgrading and technological cooperation. Namibia, in particular, has positioned green hydrogen as a cornerstone of its green industrialization agenda. While Europe is also a key partner, progress in aligning European investment with Namibia's broader industrialization ambitions has been slower than anticipated, with many large commercial initiatives remaining primarily export-oriented. Consequently, President Nandi-Ndaitwah emphasized this priority during her meeting with President Xi Jinping, positioning green hydrogen as a new strategic area for bilateral cooperation. Discussions were also held with representatives from China National Chemical Engineering Corporation in Sichuan, advancing efforts towards the implementation of a contract for a green ammonia facility with an annual production capacity of 2.4 million tonnes. This demonstrates a focus on mutual strategic utility rather than merely seeking economic assistance, emphasizing the importance of securing critical mineral supply chains and advancing green technologies for both nations.
