Senator Lapid Questions Honesty of Public Officials' Asset Declarations

Senator Lito Lapid has raised questions about the "honesty" of Statements of Assets, Liabilities, and Net Worth (SALN) filed by public officials, suggesting that no politician has ever submitted a truly truthful declaration. The interjection during the Vice President's impeachment trial has reignited public interest in official transparency. On Day 25 of the impeachment trial of Vice President Sara Duterte, Lapid took the podium to ask Karen Batu, officer-in-charge of the Office of the Ombudsman’s Central Records Division, to explain the legal implications of misdeclaring assets and liabilities in the SALN, in terms understandable to ordinary Filipinos. He stated that ordinary citizens like farmers, drivers, workers, and fisherfolk hardly care about SALN discussions. "Now my question is, what’s the punishment for failure to file SALN?" Lapid asked. Batu replied that "non-filing of SALN" is a violation of Republic Act 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees. Lapid cited a lawyer he heard on television saying that "no politician or anyone working in government would submit true SALN," eliciting laughter from the gallery. When Batu insisted she filed her true SALN, Lapid quipped, "Hindi joke yan, ha?" Lapid also noted the witness's explanation that errors in previous SALNs can be corrected by making corrections in subsequent filings. Batu stated that her office is limited to receiving the documents as the "repository" and ensuring compliance with annual submissions. Lapid's remarks could reignite a national discussion on asset disclosure and accountability among public officials in the Philippines. The issue gains particular significance given the ongoing impeachment trial where the Vice President's "unexplained wealth" is a central point of contention.
