KOICA Backs Cambodia's Education and Logistics Capacity Building with Specialized Training

The Korea International Cooperation Agency (KOICA) is sending 30 Cambodian government officials to South Korea this month under a fellowship program aimed at strengthening education reform and improving cross-border transport and logistics, two priority areas identified in Cambodia’s national development strategy. Selected equally from the Ministry of Education, Youth and Sport and the Ministry of Public Works and Transport, these officials attended a pre-departure orientation in Phnom Penh on July 8. The training program is part of the 2026 KOICA Fellowship Program (CIAT), which seeks to equip Cambodian policymakers with technical expertise and development experience applicable to ongoing reforms at home. Fifteen education officials will participate in the “Capacity Building for Teachers on Linking Curriculum and Assessment toward Students’ Assessment in Cambodia” program. This course comprehensively covers curriculum reform, competency-based education, student assessment systems, professional teaching standards, and the application of digital technologies and artificial intelligence in teaching and learning. KOICA stated that this program supports Cambodia’s education reform agenda and contributes to phase one of the government’s Pentagonal Strategy, particularly its Human Capital Development pillar, by enhancing the quality, relevance, and inclusiveness of the country's education system. Meanwhile, the remaining 15 officials from the public works ministry will join a program focused on promoting transport and logistics competitiveness at the Cambodia-Vietnam and Cambodia-Thailand borders through improvements to cross-border facilities. The training is designed to strengthen institutional capacity in transport planning, logistics management, and border infrastructure development, while supporting Cambodia’s efforts to improve trade facilitation, regional connectivity, and supply chain efficiency. KOICA noted that this initiative aligns with the Pentagonal Strategy’s objective of enhancing economic diversification and competitiveness by strengthening Cambodia’s position within regional and global markets. Speaking at the orientation, KOICA Cambodia Deputy Country Director Lee Sejin congratulated the participants on their selection and underscored the importance of investing in human resource development. She reaffirmed KOICA’s commitment to supporting Cambodia through international cooperation, knowledge sharing, and long-term partnerships, describing capacity development as a key driver of the country’s sustainable development. During the orientation, participants were briefed on KOICA’s development cooperation programs in Cambodia and received practical guidance for their training. They were also updated on post-training networking opportunities through the Cambodia-Korea Alumni Association (CAMKAA), which connects former KOICA fellowship participants. A separate session focused on professional ethics, integrity, and harassment prevention, highlighting KOICA’s commitment to maintaining a safe, respectful, and inclusive learning environment. Representatives from both ministries outlined their institutional priorities and challenges, expressing confidence that the knowledge gained in South Korea would aid in strengthening policy implementation and institutional performance upon their return. Participants thanked KOICA and the South Korean government for the opportunity and expressed eagerness to apply the skills and experiences acquired during the fellowship to Cambodia’s development. Through its fellowship program, KOICA continues to support the development of Cambodia’s public sector by providing specialized overseas training for government officials, thereby fostering long-term cooperation between Cambodia and the Republic of Korea in priority development sectors.
