FORMER Budget Secretary Florencio “Butch” B. Abad said President Ferdinand R. Marcos, Jr.’s fifth State of the Nation Address (SONA) fell short of addressing the government’s flood control controversy despite opening with a pledge to hold those responsible accountable. Speaking at an Ateneo School of Government post-SONA forum, Mr. Abad said the President should have outlined budget discipline and accountability reforms to prevent similar scandals.
