SC to Introduce House Arrest, Medical Confinement, Community Release to Ease Jail Congestion

The Supreme Court will introduce house arrest, medical confinement, and community-supervised release as legal alternatives to detention to further reduce jail overcrowding, Chief Justice Alexander Gesmundo announced during his speech at the Justice Sector Coordinating Council (JSCC) Summit on Monday. According to Gesmundo, these reforms will enable judges to have more options as the court pushes for speedy judicial proceedings. This is expected to improve the situation in correctional facilities that are already over capacity, especially for inmates with minor offenses or health issues. Philippine jails have long been overcrowded, significantly exceeding their capacity, leading to poor sanitation, the spread of infectious diseases, and human rights concerns for inmates. These issues are believed to affect the delay in judicial proceedings and contribute to higher recidivism rates. By introducing these alternative measures, the Supreme Court aims to alleviate the burden on jails and achieve a more just and humane justice system.
