Vietnam National Assembly to Convene Extraordinary Session in August, Focusing on Legislation and Personnel

The Vietnam National Assembly is set to convene its first extraordinary session of the 16th tenure from August 3 to August 24, 2026. The session will be divided into two phases and will prioritize legislative development and personnel adjustments. A total of 31 items are slated for review, with 26 focusing on legal frameworks, including the adoption of 19 draft laws and resolutions, and initial consideration of 7 others. Personnel matters and other significant issues will also be addressed. On July 24, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee held a meeting at the National Assembly House to discuss and unify the content and program for the extraordinary session. The meeting was co-chaired by Mr. Le Minh Hung, Secretary of the Government Party Committee and Prime Minister, and Mr. Tran Thanh Man, Secretary of the National Assembly Party Committee and Chairman of the National Assembly. Speaking at the meeting, Prime Minister Le Minh Hung highly appreciated the coordination between the National Assembly Party Committee and the Government Party Committee. He stated that since the beginning of the term, the Government and the National Assembly have maintained close, effective, and comprehensive cooperation in all aspects of work. He noted that in building and perfecting the legal system, the Party's guidelines, resolutions, and conclusions of the Central Committee, the Politburo, and the directives of the General Secretary and President have been timely codified. This cooperation has contributed significantly to the implementation of socio-economic development goals, the maintenance of macroeconomic stability, and the smooth operation of the new organizational structure of the political system. "These achievements are thanks to the direct leadership, comprehensive and close guidance of the Central Committee, particularly the Politburo and the Secretariat, and the General Secretary and President; the spirit of companionship and close coordination between the Government and the National Assembly, especially the heads of the two bodies, including particularly the Chairman of the National Assembly; the high effort and responsibility of the members of the Government, the members of the National Assembly Standing Committee, the National Assembly deputies, and the active supervisory support and contributions of the Fatherland Front, political-social organizations, and the people," the Prime Minister emphasized. Regarding the preparation of content for the extraordinary session, Prime Minister Le Minh Hung affirmed that the Government and ministries have been urgently and actively preparing important draft laws and resolutions with many new policies that will have a significant impact on socio-economic development. These are intended to be submitted to the National Assembly in a timely manner, contributing to the codification of the Party's guidelines and policies, addressing urgent practical issues, and resolutely implementing the policy of reducing administrative procedures and business conditions, as well as reorganizing the apparatus and handling legal normative documents that will expire before March 1, 2027. Despite the short duration of the session, the volume of documents to be prepared is substantial. Therefore, the Government is actively directing the chủ trì drafting agencies to urgently receive feedback from the Central Committee and the Politburo to complete the documents for submission to the National Assembly as soon as possible. The Standing Committee of the Government Party Committee respectfully requests the Standing Committee of the National Assembly Party Committee to provide leadership and guidance to the National Assembly agencies and to coordinate closely with the Government agencies in the appraisal process, promptly exchanging and resolving emerging issues to complete the dossiers for submission to the National Assembly, thereby creating high consensus among National Assembly deputies. The Prime Minister stated that he has directly directed Government leaders, Ministers, and Heads of sectors to fully participate in assigned sessions, provide explanations, and timely supply documents to the National Assembly Standing Committee and deputies. Ministers and Heads of sectors are responsible for closely monitoring and coordinating with National Assembly agencies during the appraisal, assimilation, and revision of draft laws and resolutions, and promptly reporting any issues that exceed their authority. The Prime Minister requested that ministries and sectors coordinate closely with National Assembly agencies in a serious and cầu thị spirit to perfect the drafts, especially carefully assessing the impact of new and important policies related to citizens and businesses. Acknowledging the proactive and decisive efforts of the Government, National Assembly agencies, and ministries in preparing for the session, the Chairman requested that drafting agencies continue to urgently complete dossiers and closely coordinate with the Ethnic Council and National Assembly Committees to ensure the quality of appraisal from the initial stage. The Chairman highly appreciated the decisive direction of the Prime Minister in legislative development, requiring ministries to prepare decrees and circulars for guidance when submitting draft laws. This will help National Assembly deputies have a full basis for consideration and ensure that laws can be implemented immediately after promulgation. The Chairman also cited the opinion of General Secretary and President To Lam, who stated that institutional bottlenecks are no longer the main issue; the crucial aspect now is implementation. Therefore, the synchronous issuance of decrees and circulars and the organization of dissemination from the central to local levels must be given special importance. The Chairman requested that all dossiers be fully completed, ensuring documents are sent on time through the digital National Assembly system for deputies to have sufficient time for research. For draft laws submitted for the first time to the National Assembly for opinion, documents can be sent in batches as appropriate, but still must adhere to the schedule. Emphasizing that the quality of draft laws and resolutions must be placed at the forefront, the Chairman requested that the Ethnic Council and National Assembly Committees strengthen coordination with ministries and sectors during the appraisal, assimilation, and revision process to ensure that draft laws are truly rigorous, feasible, and meet practical requirements. He stated that if a draft law does not meet the requirements, it should be resolutely returned for further refinement. The Chairman urged agencies to continue innovating their working methods, preparing thoroughly, scientifically, and responsibly, completing the program on time, and achieving the highest efficiency, contributing to the successful organization of the first extraordinary session of the 16th National Assembly.
