Cambodia Demonstrates Strong Commitment to Eradicating Cyber Scams, Hosting International Conference
Cambodia is hosting an international conference to strengthen cooperation against the rapidly growing threat of cyber fraud. The nation has already frozen significant assets and arrested numerous individuals, while also advancing its legal framework. This event highlights Cambodia's leadership in combating cybercrime regionally and globally.
As digital technology rapidly advances across Southeast Asia, cyber fraud has emerged as a grave challenge to regional security, economic stability, and human rights. Sophisticated fraud networks operate across borders, exploiting loopholes in jurisdiction and new technologies. In response, the Cambodian government is actively demonstrating firm leadership to sever and eradicate these criminal networks. The International Conference on Combating Cyber Fraud, to be held in Phnom Penh on September 23-24, 2026, under the theme "Together Towards Severing the Chain and Ending Cyber Fraud," will send a clear message to the international community that Cambodia possesses the political will, institutional mechanisms, and necessary law enforcement capabilities to eliminate this complex transnational crime. This event will serve as a crucial focal point for regional security cooperation, with participation from government representatives, international organizations, law enforcement agencies, financial institutions, technology companies, research institutions, and other stakeholders. The organization of this international forum signifies Cambodia's recognition that no single country can fight cyber fraud alone, and that a cross-border response and international cooperation are essential. Cambodia's political commitment is reflected in tangible operational results achieved through a rigorous nationwide strategy involving numerous relevant institutions. According to the Secretariat of the Inter-Ministerial Committee for Combating Cyber Fraud (ICC-CF), from July 2025 to August 31, 2026, Cambodian authorities froze assets related to cyber fraud crimes. This included over US$300 million in bank accounts, with other related assets undergoing ongoing freezing procedures and evaluations. Concurrently, judicial proceedings are actively underway to prosecute offenders according to the law. Authorities have built and submitted a total of 446 cases to the courts, involving 3,927 defendants, including ringleaders and accomplices from 29 nationalities. In addition to prosecuting criminals, authorities have also taken strict legal action against officials found to be involved. This includes four cases involving 15 suspects who have been processed, including a deputy prosecutor, a deputy director-general of immigration, a deputy commissioner of Phnom Penh police, a former director-general of the Ministry of Foreign Affairs, and several police and military officers. Specialized police forces, acting under the strict orders of the government, have investigated and inspected a total of 832 suspected locations, leading to the crackdown on 663 sites. Furthermore, forces have cracked down on and controlled 86 major scam compounds, for which competent authorities are currently pursuing legal confiscation procedures. Moreover, in April 2026, Cambodia adopted the Law on Combating Technological Fraud, which stipulates severe penalties, including life imprisonment for serious offenses, to establish a robust legal barrier against digital crime. As legal enforcement pressure intensifies, online criminal networks are continuously adapting by breaking down operations into smaller, more clandestine networks. Recognizing the evolving strategies of criminal groups, Cambodian authorities continue to implement flexible nationwide monitoring and crackdowns to ensure that criminals cannot find a safe haven for their operations. The upcoming International Conference on Combating Cyber Fraud in Phnom Penh will showcase Cambodia's comprehensive approach by integrating domestic law enforcement, legal reforms, international intelligence sharing, digital financial management, and public-private sector cooperation. By inviting key international stakeholders in September, Cambodia is driving the regional fight against fraud from a reactive measure to a proactive global cooperation. Through its unwavering political will, tangible law enforcement results, and active diplomatic leadership, the Cambodian government is demonstrating to the world its firm and resolute commitment to permanently eradicate cyber fraud.
