PM Hun Manet Urges Stronger Technology Tools Against Online Scams in Talks With Huawei

PHNOM PENH, Sept 24, 2026 (KPT) — Prime Minister Samdech Thipadei Hun Manet has called for stronger use of technology by Cambodian law‑enforcement agencies to combat online scams, during talks with Huawei executives in Phnom Penh earlier this month. Meeting Huawei Southeast Asia President Wang Xu at the Peace Palace on Sept 3, Hun Manet said technological tools must be deployed proactively to improve the effectiveness of anti‑scam operations. He also stressed the importance of developing digital human resources and warned of risks linked to artificial intelligence, urging safe deployment of new technologies. Wang Xu praised Cambodia’s progress in the technology sector, citing the rollout of 5G services and growing use of renewable energy. He highlighted Huawei’s cooperation with Cambodian ministries and institutions, including training programmes for officials and “train‑the‑trainer” initiatives to build digital skills among students. The Huawei executive shared the company’s experience in using AI and other systems to track and identify scam operations, while also emphasising data protection and support for small and medium‑sized enterprises in the digital economy. Samdech Thipadei Hun Manet said Cambodia continues to prioritise ICT human‑resource development, AI safety, cybersecurity, data sovereignty and technology transfer as part of its broader agenda. He encouraged Huawei to deepen cooperation with the Ministry of Posts and Telecommunications and other institutions. The meeting came as Cambodia hosted the International Conference on Combating Online Scams on Sept 23–24, bringing together governments, law‑enforcement agencies, technology firms and international organisations. Delegates were expected to adopt the Phnom Penh Declaration to strengthen collective action against the transnational crime.
