Cambodia's Ministry of Justice Holds 10-Hour Exam for 15 Positions, 566 Candidates Compete

The Ministry of Justice in Cambodia held a competitive examination on September 14, 2026, at the Royal School of Administration in Phnom Penh, aiming to recruit 15 new public officials. A total of 566 candidates participated in the rigorous 10-hour test, which covered five different subjects. The examination, jointly organized by the Ministry of Public Function and the Ministry of Justice, was conducted with strict transparency and under the watchful eyes of observers from the Anti-Corruption Unit and volunteer monitors. Deputy Prime Minister Hun Many, Minister of Public Function and Chairman of the Examination Organizing Committee, symbolically opened the exam papers, emphasizing fairness and integrity. He stated that the exam questions were prepared immediately before the test to absolutely prevent any leakage beforehand, ensuring equal opportunity for all candidates under the principle of "passing with pride, failing with peace of mind." "The question writers arrive at the examination center at 5 AM, followed by instructions at 5:30 AM, and then they begin drafting the questions to ensure that no one knows the questions 12 hours before the exam, including myself, so that everyone has an equal opportunity in the examination," Deputy Prime Minister Hun Many stated. The candidates spent approximately 10 hours, from 8:00 AM to 6:00 PM, tackling five distinct question papers. These included subjects such as criminal law or international relations law, civil law, international relations law or criminal law, multiple-choice questions in English, general knowledge, and fundamental knowledge related to the justice sector. This recruitment drive follows a previous examination held in late May 2026, which successfully selected 30 candidates but still left a shortfall of 15 positions against the requirement of 45. The current examination aims to fill these remaining vacancies, with the expectation that the selected officials will enhance the Ministry's operational capacity and expertise. Chin Malin, Secretary of State and Vice-Chairman of the Examination Committee for the recruitment of public officials for the Ministry of Justice, stated that the examination selecting 15 officials is to fill the existing gaps.
