Ombudsman to Probe Romualdez, Co for Alleged Flood Control Fund Diversion

The Office of the Ombudsman said on Monday it would file complaints for preliminary investigation against former Speaker Ferdinand Martin G. Romualdez, former congressman Elizaldy S. Co and several others for violations of the Anti-Plunder Act and the Anti-Money Laundering Act over the alleged diversion of flood control funds. “A complaint for preliminary investigation is not a conviction,” Assistant Ombudsman Jose Dominic “Mico” F. Clavano IV said. “Every respondent will be given the opportunity to answer. The presumption of innocence stands.” The Ombudsman said its investigation identified Mr. Romualdez as the “central figure” in the scheme, citing sworn statements from former security personnel, Anti-Money Laundering Council records, money service business transactions and corporate documents that investigators said supported the allegations. Mr. Clavano said authorities had also received intelligence reports that Mr. Romualdez continued trying to leave the country despite a precautionary hold departure order. He added that the investigation remains active and more cases could be filed as additional evidence and witnesses emerge. Mr. Romualdez’ spokesperson Elaine A. Atienza said he had not been served with a copy of the complaint. “Once we receive it, we will respond fully,” she said in mixed English and Filipino. She added that Mr. Romualdez respects the legal process and thinks the matter should be resolved “in the proper legal forum, after both sides have been fully heard.” — Mark Joseph M. Sanchez
