Two Vessels Adrift Off Northern Vietnam Coast Amidst Typhoon 1, Rescue Efforts Hampered

The sand transport vessel had two crew members, Ph.D.T. and Đ.V.H.Ch, both residents of Thanh Ha, Hai Phong. The container ship had one crew member, Ng.V.B. All three crew members are reported to be in stable health and spirits. The vessels are equipped with sufficient food, life jackets, and safety equipment, and communication lines remain open. However, due to heavy rain and high waves, rescue boats have been unable to reach the scene. The Waterway Police Division of the Quang Ninh Provincial Police has stationed a standby force at Mũi Ngọc and is coordinating with the Department of Agriculture and Environment, the Directorate of Water Resources and Disaster Prevention, the Provincial Border Guard, and the People's Committee and Police of Mong Cai 1 ward to commence rescue and salvage operations as soon as weather conditions permit. Influenced by Typhoon No. 1, heavy rain and strong winds have been observed in Mong Cai 1, 2, and 3 wards since 5:00 PM on July 4th. Some areas have recorded heavy rainfall with winds of approximately 25 km/h, gusting to level 6-7. While no major damage has been reported to date, fallen trees have occurred on some streets in the affected areas. The Civil Defense Command of Mong Cai 1, 2, and 3 wards has urgently deployed forces to the field to inspect vulnerable areas, riverbanks, coastal areas, and locations at risk of flooding and landslides. A 24-hour duty system has been established, with evacuation plans ready to be implemented if necessary. Simultaneously, local authorities are intensifying public communication, advising residents to limit outdoor activities during the period of heavy rain and strong winds, to secure their homes, ensure the safety of people and property, and closely monitor the typhoon's developments to promptly handle any emerging situations.
