Senators Robin Padilla, Raffy Tulfo, and Alan Peter Cayetano have emerged as the top voter preferences for the hypothetical 2028 senatorial elections in the Philippines. This finding comes from the latest "Tugon ng Masa" noncommissioned nationwide survey conducted by OCTA Research during the second quarter of 2026. According to the survey results, Padilla garnered 53.9% of voter preference, followed by Tulfo at 47.4%, and Cayetano at 45.4%. Senators Grace Poe and Tito Sotto were noted to be in a closely grouped second tier, while Manny Pacquiao and then-Vice President Sara Duterte were statistically tied within the sixth to ninth rank range. OCTA Research emphasized that these rankings reflect voter preferences at the time of the survey and should not be treated as predictions of candidacy, campaign performance, or the final election outcome. The survey was conducted from July 4 to 11, 2026, with face-to-face interviews with 1,200 male and female respondents aged 18 and above. The margin of error for the survey was ±3% at a 95% confidence level. For subnational estimates, the margins of error were ±6% for the National Capital Region (NCR), Balance Luzon, Visayas, and Mindanao at a 95% confidence level. Respondents were presented with a hypothetical list of prospective candidates and asked who they would likely vote for as senator if the elections were held today. OCTA noted that the exercise is hypothetical, with candidacies yet to be officially filed and potential candidates potentially deciding not to run. Some individuals initially considered for the list were excluded at their request. Names receiving 1% or less were also excluded from the published list. OCTA clarified that these exclusions do not imply that the published names constitute the complete or final field of potential candidates. "The findings should not be interpreted as a forecast of the 2028 senatorial election. They provide only a snapshot of voter preferences during the July 4–11, 2026 fieldwork period. Preferences may change substantially as political alignments, candidacies, campaign conditions, public issues, and voter information evolve. Rank ranges are reported because candidates with close percentages may be statistically tied within the survey's margin of error," OCTA stated. In the Philippines, senators are elected nationwide, making broad name recognition and a strong national support base crucial for candidates.
