Thanh Hoa Authorities Investigate Prominent Businessman 'Linh Lun' for Suspected Tax Evasion

Thanh Hoa Provincial Police have launched an investigation into Hoang Manh Linh, 39, also known as 'Linh Lun,' a businessman suspected of tax evasion and illegal invoice issuance. Linh is the director of Linh Khang Construction Joint Stock Company, registered in Dong Quang Ward, Thanh Hoa City. The investigative agency assesses that Linh Khang Construction Company shows signs of tax evasion, as well as the illegal printing, issuance, and trading of invoices and documents related to state budget contributions. The company is suspected of using other businesses to issue invoices, legitimizing the input and output of goods and services, and simultaneously inflating labor costs to reduce its tax liability. Specifically, in its 2024 financial report, Linh Khang Construction Company declared the employment and payment of salaries to 65 contract workers. However, during verification, it was found that many individuals on the list did not actually work for the company and did not receive any salary. The company's books show over 1.3 billion VND (approximately $55,000 USD) paid in salaries to these employees, but the individuals named stated they were unaware of the company, had not signed any labor contracts, and had not worked there. Authorities are currently clarifying Linh's role and that of his associates. The police have searched Linh's residence and workplace, seizing relevant documents. Linh is known as a notorious figure in Thanh Hoa, having previously served a 36-month prison sentence for public disturbance in connection with a shooting incident near Dong Huong bridge in 2011. After his release, he engaged in pawn brokerage and lending before establishing Linh Khang Construction Company. He currently owns several well-known establishments in prime locations within Thanh Hoa's central urban area, including 'Trau Ngon 36' (a beef restaurant), 'Luxury Billiards Club,' and 'KTV' karaoke venues.
