Cambodia Intensifies Crackdown on Cyber Scams, Mandates Stricter Oversight for Accommodation Businesses

In Banteay Meanchey province, northwest Cambodia, a meeting was held to strengthen law enforcement against cyber fraud and ensure security in collective living areas. On July 29, 2026, the meeting at Malay High School was presided over by Governor Ouk Ratry, with participation from local authorities, armed forces, relevant officials, and numerous owners of guesthouses and rental accommodations. Governor Ouk Ratry highlighted that technology-based fraud is becoming a new, complex challenge that directly impacts social security, the economy, and people's livelihoods. Therefore, he stressed the need for local authorities and law enforcement at all levels to increase their attention and take timely measures to effectively prevent, combat, and eradicate these criminal activities. "The fight against technological crimes is not solely the responsibility of the law enforcement officers," the governor stated. "It is a shared duty of the authorities, business owners, and all citizens to ensure the safety of property and peace within the community." To translate the spirit of the law and the sub-decree into concrete action, Governor Ouk Ratry outlined several key measures and directions. He instructed local authorities, administrative police, and village peacekeeping forces to conduct in-depth and widespread educational outreach on the law's content and methods for preventing technology-based fraud, reaching every household. This aims to ensure citizens have sufficient knowledge and are less likely to fall victim to online crimes. Regarding Sub-decree No. 03, he emphasized that relevant authorities must meticulously and accurately manage and update statistics of temporarily residing individuals, especially in guesthouses, rental rooms, and collective living locations within Malay district, to facilitate monitoring and the prevention of suspicious individuals. Governor Ouk Ratry issued a strict order that law enforcement and local authorities must enforce the law rigorously without any leniency or negligence towards illegal activities or the clandestine commission of technology-based fraud within their jurisdictions. He declared, "There must be no safe zones for criminals or any cover-ups of illegal activities under any guise." Concurrently, Governor Ouk Ratry earnestly appealed to all guesthouse and rental room owners to enhance their sense of responsibility and cooperate closely with specialized authorities. They are urged to report and provide information to the authorities immediately if they observe or suspect any irregular activities occurring on their premises. He affirmed that the participation of business owners is crucial for maintaining security, safety, and public order, as collective living spaces can be used by criminals as hiding places or for committing various offenses if not properly monitored. The meeting was assessed as a significant step in strengthening legal awareness and fostering coordination between authorities, law enforcement, and the private sector in response to the increasing trend of technological crimes.
