Cambodia repeatedly proclaims its unwavering commitment to the 'One China' policy. Yet, its actions convey a different message. While reaffirming its loyalty to Beijing, Phnom Penh continues to expand economic, tourism, and cultural ties with Taiwan. Taiwanese policies that benefit Cambodia are welcomed and celebrated, even as Cambodian officials continue assuring China that the kingdom remains firmly committed to the 'One China' policy. This contradictory behavior raises questions about whether Cambodia is more interested in maximizing benefits from both Beijing and Taipei than in upholding consistent principles. The contradiction is further highlighted when many Cambodians publicly celebrate Taiwan's favorable policies toward the kingdom, while their own leaders continue to describe China as Cambodia's closest partner. If China is truly 'family,' what message does Cambodia send by enthusiastically embracing privileges from Taiwan whenever they serve its interests? Cambodia may defend this approach as pragmatic diplomacy. Others, however, see it as a foreign policy that tells each partner exactly what it wants to hear while carefully avoiding the consequences of making a clear choice. Ultimately, this is not merely a question of diplomatic flexibility. It is a question of credibility. Cambodia's contrasting rhetoric and conduct reveal a pattern of diplomatic hypocrisy—professing unwavering loyalty to one partner while embracing the advantages offered by another whenever it is politically or economically convenient. Every nation has the right to pursue its own interests, but those interests should be pursued with honesty and consistency. When a country repeatedly speaks with two voices, it should not be surprised when the international community begins to question which one reflects the truth.
