Top Vietnamese Leader Highlights Digital Transformation and US Ties at UNGA

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam met with representatives of several US corporations in New York on September 23 (local time) as part of his trip to the US to attend the high-level general debate of the 81st session of the United Nations General Assembly. During the meetings, Lam urged US businesses to adopt a long-term vision for their investments in Vietnam. Lam highly valued the views and proposals put forward by leaders of US corporations in science and technology, advanced manufacturing, energy, infrastructure, finance, and investment, stating that these demonstrated the continued interest, confidence, and expectations of the US business community in Vietnam. The discussions provided an update on Vietnam's macroeconomic outlook, its fiscal and monetary policy direction, and plans for public debt management. General Secretary and President Lam affirmed that Vietnam regards the US as one of its leading strategically important partners and wishes to work with the US to continue deepening the Comprehensive Strategic Partnership in a stable, substantive, and effective manner. He assured the US businesses that Vietnam will ensure a stable and transparent policy environment and continue to improve its institutions. Vietnam's participation in the UN General Assembly underscores its commitment to its role in the international arena. UN Secretary-General António Guterres appreciated Vietnam's active engagement in security, political affairs, sustainable development, and a just energy transition, expressing hope for Vietnam's continued contributions to addressing climate change and promoting emerging technologies like Artificial Intelligence (AI). Furthermore, Vietnam has proposed strengthening cooperation with Finland in areas such as AI, semiconductors, 5G/6G, and renewable energy. The country's focus on economic growth under its one-party system, coupled with proactive efforts to attract foreign investment and technology transfer, is a key aspect of its development strategy. Deepening ties with the US is seen as crucial for accelerating economic growth and expanding international influence, especially amidst complex relations with China. In other news, the Minister of Foreign Affairs Le Hoai Trung held bilateral meetings with his counterparts from Brunei, Slovenia, Germany, Costa Rica, and Maldives in New York on the sidelines of the 81st session of the United Nations General Assembly. The state visit by Party General Secretary and President To Lam to Canada is expected to generate strong political momentum to foster a substantive, balanced, and effective relationship. Belarus reiterated its view of Vietnam as a foreign policy priority in the Asia-Pacific region, wishing to consolidate and develop bilateral ties, including defense cooperation. Friendship and cooperation between Vietnam and Saudi Arabia have grown stronger over nearly three decades. National Assembly Vice President Nguyen Doan Anh proposed enhanced cooperation with Finland in science and technology, innovation, digital transformation, green and circular economies, and high-quality human resource development. The Intelligent Operations Centre (IOC) system is being developed to serve as a reliable source of reference information for leaders. A draft Law on Data Security is under consideration, adopting a lifecycle approach to manage risks related to the digital economy, AI, and cross-border data flows. A delegation from the National Assembly's Committee on Cultural and Social Affairs learned about France's policies for cultural industries and AI in culture during a visit to France.
