Truong Dai hoc Trinh Vuong Vice Dean Arrested for Abuse of Power
The vice dean of Truong Dai hoc Trinh Vuong University in Vietnam has been arrested on charges of abuse of power, facilitating tuition fee fraud, and the forgery of graduation certificates. The investigation is expanding to uncover the full extent of the misconduct.
Nguyen Van Nam, 44, vice dean of the Faculty of Technology and Training Cooperation at Truong Dai hoc Trinh Vuong University, has been arrested in Tuyen Quang Province for abuse of power during official duties, provincial police announced today. This arrest is part of an expanded investigation into document forgery and fraud related to the university. From August 2018 to June 2022, Nam allegedly intentionally exceeded his authority, creating conditions for Pham Quoc Duong, 43, to manage university-level law and economics programs in the former Ha Giang province. Duong is accused of exploiting this position to collect nearly VND 3 billion (approximately USD 120,000) in entrance and tuition fees from numerous candidates. A portion of these funds were allegedly misappropriated by Duong for personal use instead of being remitted to the university. Furthermore, to conceal his actions, Duong allegedly forged temporary graduation certificates from Truong Dai hoc Trinh Vuong University in February 2025 and provided them to those who had paid tuition fees. The Security Investigation Agency is continuing to expand its investigation into the case.
