Cambodia Launches National Action Plan to Prevent Violence Against Women 2025-2030

The Ministry of Women's Affairs will officially launch the 'National Action Plan to Prevent Violence Against Women and Girls 2025-2030'. The ceremony is scheduled for September 21, 2026, at the Sun & Moon Hotel and via online platform (Zoom), under the high presidency of H.E. Samdech Sar Sokha, Deputy Prime Minister and Minister of Interior. The National Action Plan aims to demonstrate the Royal Government of Cambodia's strong commitment to promoting a culture of non-violence and social harmony by effectively and timely preventing, suppressing, and intervening in cases of violence against women and girls. The plan received consensus from H.E. Samdech Mahabovarithipati Hun Manet, Prime Minister of the Kingdom of Cambodia, during the plenary session of the Council of Ministers on June 26, 2026. The National Action Plan to Prevent Violence Against Women 2025-2030 has identified four key strategies to strengthen the prevention and response to violence against women: Strategy 1: Prevention and Suppression, aiming to develop and implement preventive strategies that guide evidence-based interventions and coordination with all stakeholders. Strategy 2: Legal Protection and Multi-sectoral Services, focusing on further improving the implementation of the national action plan in responding to violence against women, building upon the roles and responsibilities and the capacities of key stakeholders. It also aims to expand the mechanism for responding to gender-based violence to ensure victims receive multi-sectoral services. Strategy 3: Law and Policy Formulation and Implementation, intending to amend the Law on Prevention of Domestic Violence and Protection of Victims to ensure compliance and consistency with recent national and international laws. Strategy 4: Monitoring and Evaluation, aimed at ensuring that the monitoring and evaluation framework is concrete and implementable through the process of preparing annual work plans and annual reports, supplemented by mid-term and final reviews. The launch ceremony is expected to be attended by approximately 400 participants in person and around 1,000 online, including leaders from ministries, national and sub-national institutions, the technical working group on responding to gender-based violence, diplomatic representatives, development partners, civil society organizations, the private sector, associations, and youth representatives, among many other stakeholders.
