The incident gained widespread attention after a video of his actions circulated on social media. The individual has been identified as Roun Seha, 35, a motorcycle taxi driver residing in Teuk Thla commune, Sen Sok district. Mr. Seha acknowledged his misconduct and apologized for his unethical behavior, which he admitted negatively impacted public hygiene, the city's aesthetics, and public order. Authorities issued a warning and required him to sign a pledge to cease such activities before allowing him to return home. The incident occurred on the night of August 30, 2026, on Hanoi Street in Kok Khleang commune. Following the social media dissemination and subsequent criticism, the Inspector General of Phnom Penh Municipal Police, Lieutenant General Chuon Narinth, ordered the police to investigate and locate the man for educational purposes and further action.
